Yes. Dragon level (Reign Level) resets every reign (8-week reigns). It's one of the throwaway things in the game: you have to re-grind it each season through combat or meat.

Don't mix it up with what stays:

• 🔴 Resets: dragon level, research, buildings, basic resources, meat, House Level.
• 🟢 Permanent: stars (Star Rank), habits, relics, gold, the dragons themselves.

Strategic takeaway: don't build your long-term strength on level, which evaporates. Level is there to make you strong NOW, this season. For something lasting, invest in stars and habits. At the start of a reign, push the level of your key dragons back up fast so you're operational.
